The City’s annual budget is a financial expression of Council’s priorities, goals, objectives and approved programs.

Richmond Hill’s budget is comprised of the operating budget and the capital budget.

The operating budget supports the City’s day-to-day services, such as fire protection, snow clearing, waste collection, parks and other services that enhance residents’ quality of life. This budget also has a user rate-based component to fund services such as water mains to deliver clean water, sewers to collect wastewater and stormwater ponds to manage rain and snow runoff to reduce flooding risks in our community.

The capital budget invests in the community's future, providing the funding to maintain, replace, and build new infrastructure to safeguard its good condition for the health and safety of the community. It includes building or revitalizing parks, maintaining community centres and resurfacing roads.

There is an in-person open house will provide an overview of the City’s financial decisions, how funds are spent and how best to support Richmond Hill’s residents, workers and businesses.

Once the 2025 budget is finalized, it will fulfill the City’s new vision of “A Vibrant and Inclusive City of Neighbours.” The vision is upheld by three pillars: growing a livable and sustainable community, focusing on people, and strengthening our foundations.

To stay up-to-date on the budget development process, the public is welcome to attend or watch the Budget Committee of the Whole Meetings at 1:30 p.m. on November 5, 19, 25 and 26, and the Council Meeting at 9:30 a.m. on December 11. Council Meetings, Agendas and Minutes - City of Richmond Hill

Mayor David West will table the final budget to Council for adoption in December.
